1. new poster means it is a good idea to search the ProZ glossaries first, though I could track down only English-Arabic entries, as in both weblinks, but may help the asker in Algeria. Alas, my knowledge of spoken-only Arabic is limited, so I can't tell.
2. Crown Action - often brought by UK Crown Agents overseas - to me intuitively denotes native land disputes in British Commonwealth countries like Canada, Australia and New zealand (cut to the Maori Waitingi Treaties and compensation against the British Crown going through the courts when I had been 'Down Under' in 1996).
3. The Crown Office in the Inner Temple, London, also deals with judicial review of administrative *UK* action: IATE website contrôle juridictionnel

Just on its own I would see "Crown Action" more like "actes de la puissance publique", as taking a "legal action" against s.o. is just one of many "actions" the Crown could take.
In the law insider reference, crown action requires the Crown to exercise or use regulatory or legislative power to influence or affect outcomes. Actions on civil cases or matters can be commenced by the Crown. Judges in the Crown Court ensure that all rules and laws are accepted and applied accordingly.
